Universal Service Fund
Second Assessment
For Funding Year 2017


The New York State Universal Service Fund (NYSUSF) was established pursuant to the New York Public Service Commissionís (NYPSC) Order Adopting Phase II Joint Proposal, issued and effective August 17, 2012 in case 09-M-0527. The NYSUSF was established in order to help ensure that affordable basic local residential telephone service is universally available throughout the state of New York.

On September 16, 2016, the NYPSC issued its Order in Case 15-M-0742. In that Order the NYPSC extended the NYSUSF for an additional four year term beginning on January 1, 2017. You can view the entire Order extending the NYSUSF on the New York Public Service Commission website:

The Order specifies that an amount up to six million five hundred thousand dollars ($6.5 M) may be assessed amongst the NYSUSF contributors in 2017. You are receiving this notice because, based on the guidance included in the Order, your company has been determined to be a contributor to the NYSUSF.

It has been determined that the second installment of the 2017 assessment will be billed in the amount of one million five hundred thousand dollars ($1.5M). Your pro-rata portion of this one million five hundred thousand dollar assessment will be based on the assessment methodology detailed within the Order.

The second installment for 2017 invoices will be billed on or about 04/10/2017 with payments due no later than 5/15/2017.
